flooded. last night's surge of rainfall has already forced crews to put up barricades on george flagg parkway. it's now closed from southeast 30th to park avenue. crews at water works park are closely monitoring river levels as well... a problem they just aren't accustomed to in december... 4:13:50:11 - 4:13:58:03 "we've had the park close before, but it's usually from an ice jam - not too much water coming through the raccoon system coming to us. water works park remains open right now... but bill stowe says they will close if the raccoon river continues to rise. and it is expected to... the river is currently at 12.14 feet.... flood stage is 12 feet. the national weather service anticipates it will reach moderate flood stage... cresting tuesday night just over 16 feet. the rain has already forced
the clive greenbelt and trail system has been temporarily closed as flood waters have covered most of the trail. nearby walnut creek has reached 10 feet... the national weather service says it could crest over 12 feet... officials don't know yet how long the trails will need to remain closed. the weather is also putting a damper on a holiday staple... the "jolly holiday lights" show had to be shut down for the rest of the season when rain caused a transformer to go out. des moines' water works park has hosted the lights show for the past 20 years... it raises money for iowa's make a wish organization. it's typically open through new year's day. police are looking for the man they say fired shots inside a fort dodge bar. it happened at the dodger tap on north 12th street around 2 yesterday morning. police say a panic alarm went off at the bar after a fight and then gunshots rang out. no one was injured. police believe they know who fired the shots.
foy. they consider him armed and dangerous. anyone with information on his whereabouts is urged to call crimestoppers at the number on your screen. fort dodge police are also investigating why a man was found dead in the grass between two homes. someone called police about the body around 8 a-m yesterday. authorities found the man in the 1- hundred block of 8th street. police are calling the death suspicious. they have not released the man's name yet. a union county man is charged with two counts of first degree murder this morning. police arrested 37 year old jerry dillinger of thayer...after finding two sets of human remains in union county. police say one of the victims is his former sister-in-law... 37-year-old loretta dillinger. hunters came across dillinger's body in a pond earlier this month... officials labeled it suspicious... and the d-c-i began investigating. during their investigation, they found skeletal remains in thayer. no word yet on the identity of
searching the missing persons database... and trying to figure out a motive. a highly anticipated day for parents in waukee has arrived... today they'll learn where their students will now go because of changing school boundaries. channel 13's josh nguyen joins us now with more... -here is what we know so far. there will be a new elementary called grant ragan and it will open in the fall. it will help with the rapid growth within the district. last year they expanded by 675 students. they've witness growth like this before. this will be the 7th time they have gone through the boundary process to assign students to new schools. last year they formed a boundary committee to sort out the details of the new schools. things like, which students from what neighborhood would be going and what those students will middle school will they go to. it has been quite a process. they have met several times with a consultant to develop a recommendation to the school board. which they present
again tonight at 6. they expect the boundaries to be approve but that is just the beginning for the district. once we know what those boundaries are, we go about the process of determining how many students we have in each grade level in each building. then we have to move staff around to meet that need. there's a whole process that needs to take place before we can even go out and hire additional staff we need. superintendent wilkerson said that either they will approve the vote or the board will take action. in all right around 500 students will be effected and moved to the new school. josh, i have kids and i know they can be attached to the friends, is the board concerned about that aspect at all? josh- yeah they are. that was a main concern they got from the parents. superintendent wilkerson said because they have done this before. he noticed that it's tough at first for the students but they adjust

the challenges to the environmental protection agency's waters of the u.s. rule will probably end up in the supreme court. the u.s. sixth circuit court of appeals heard arguments this week regarding its own jurisdiction to rule on dozens of lawsuits filed against the epa rule and are deciding on if they will take the lead in overseeing legal arguments. president obama's administration wants the lawsuits to be consolidated into one. that would allow it to move directly to the supreme court. however, some challengers want to see cases play out in individual district courts and then be appealed. more than 30 states joinedauits against the rule ongside industry groups and
